Dr. Smith was the first director of the Environmental Protection Agency's (EPA) Office of Environmental Education in Washington, DC. He is a spokesman for the Annapolis Center concerning environmental issues and the use of science in decision-making.

"Smith earned his B.A.(1972) and M.A.(1974) in political science at Western Michigan University and his Ph.D. (1981) at the University of Michigan's School of Natural Resources and Environment. Dr. Smith has considerable international program experience in the Middle East, Russia and China. In 1997 he was awarded a NATO Environmental Fellowship."
